Buying windows: the missing layer in modern GTM
Cold email converts at 1.2%. Paid's share of pipeline fell to 26%. CAC payback stretched to 18 months. The problem was never reach — it was timing. A field guide to buying-window intelligence, and the infrastructure that detects it.
Executive summary
The go-to-market engine that built the last decade of B2B SaaS is not underperforming. It is structurally obsolete, and the numbers are no longer ambiguous.

Every one of those metrics is usually diagnosed as a channel problem. It isn’t. They are all downstream of a single structural fact that most revenue organizations acknowledge in theory and ignore in practice:
At any given moment, roughly 5% of your addressable market is in a buying window. The other 95% cannot be converted at any price, through any channel, with any message.
The volume-based GTM engine was built in an era when reaching the 95% was cheap enough that hitting the 5% by accident was an acceptable strategy. Attention has since repriced. Accidental targeting no longer clears its cost of capital.
The correction isn’t better copy, tighter segments, or more AI-generated sequences. It is a missing architectural layer: a system that continuously detects when accounts enter buying windows, rather than a database that describes who they are. Firmographics are a static description of a market. Buying windows are a live state.
This piece has two halves. The first establishes — with data, not assertion — why the traditional engine broke and why the standard fixes are treating symptoms. The second describes the layer that’s missing, why existing intent platforms only partially fill it, and how ORL Signals is built to close the gap.
Part I — The break
1. The engine that stopped compounding
For roughly fifteen years, B2B SaaS ran on a growth formula so reliable it stopped being examined. Build a list. Sequence it. Layer paid on top. Book demos. Hire account executives against the demo volume. Repeat with a larger number.
That formula worked for a specific, and now expired, set of conditions:
- Attention was underpriced. Inboxes had not yet been saturated by automated outreach. A well-written cold email was a genuinely novel object.
- Buyers needed vendors to educate them. Product information was gated behind sales conversations, so the rep was a necessary node in the buying process rather than an optional one.
- Capital was patient. A 12-month payback financed by a 2021-vintage round was not a board-level conversation.
All three conditions inverted simultaneously. The engine didn’t degrade gracefully; it broke at the point where each of its assumptions failed at once.
What makes the current moment analytically interesting is that most teams are still running the correct playbook for the previous market. Their execution isn’t sloppy. Their sequences are well-written, their targeting is credible, their sales team is competent. The playbook itself is the failure mode — it optimizes a variable (reach) that stopped being the constraint.
2. The collapse of volume-based outbound
Start with the number that ends the debate: cold email response rates in 2026 sit at roughly 1.2%.
Read that as a physics problem rather than a marketing one. At 1.2%, generating 100 conversations requires roughly 8,300 sends. Assume a generous 20% of those conversations produce a qualified opportunity and you need well over 40,000 contacts to build 100 opportunities — before deliverability limits, domain reputation decay, or the reality that a meaningful share of “responses” are unsubscribes and hostility.
The instinct is to scale the top of that equation. That instinct is what killed the channel.
The mechanism is a commons collapse. Outbound worked because it was scarce relative to attention. Generative AI removed the last cost constraint on personalized-sounding volume: a single operator can now produce a hundred thousand contextually plausible emails for the price of an API call. Because everyone can, everyone does. Buyers now field 20, 50, sometimes 100 vendor emails a day, and they have responded with the only rational defense available — categorical dismissal.
This is the critical nuance most teams miss. Buyers did not get better at evaluating outreach. They stopped evaluating it. The filter is applied at the category level, before content is assessed. Which means the quality of your email is no longer the variable that determines whether it is read. Personalization improved dramatically over the last three years while response rates fell — because personalization was never the binding constraint.
The AI paradox in outbound. Generative AI made every message better and every channel worse. When the marginal cost of a personalized message approaches zero, personalization stops functioning as a signal of effort — and it was effort, not relevance, that earned the reply.
The deeper failure is targeting, not craft. Venture-funded demand generation teams routinely miss pipeline targets because they aim well-constructed messaging at the 95% of buyers who are not in-market. When 95 of every 100 accounts have no active need, no allocated budget, and no internal sponsor, a 1.2% response rate isn’t a copywriting failure. It is very close to the theoretical maximum. You are converting roughly a quarter of the accounts that were addressable at all.
The corollary matters more than the diagnosis: an outbound program aimed exclusively at in-market accounts would produce dramatically better economics at a fraction of the volume. The channel isn’t dead. Untargeted volume through the channel is dead. Those are entirely different conclusions, and most teams have drawn the first one when the second is what the data supports.
3. Why paid acquisition stopped clearing its cost of capital
Paid is failing through a different mechanism, and the distinction is worth precision.
LinkedIn’s median CPC for the software industry reached $8.04. Non-branded B2B Google Ads CPC rose 29% year over year to $5.34. Note the qualifier — non-branded. That’s demand you have to buy because you haven’t earned it, and it’s the segment repricing fastest.
The mechanics are unforgiving. Hold budget constant at $1,000. At a $4 CPC you purchased 250 clicks; at $8, you purchase 125. Conversion rates on that traffic did not improve to compensate — there is no evidence they improved at all. So the same budget yields half the traffic at the same conversion rate, which means half the pipeline. Revenue holds flat while acquisition cost doubles, and the difference comes directly out of gross margin.
This is compounding auction inflation, not a temporary bid war. Every well-funded competitor in your category is bidding against you for the same finite pool of in-market buyers. As more categories mature and more capital chases the same keywords, clearing prices rise structurally. There is no efficiency gain — no creative test, no landing page optimization, no bid strategy — that outruns a doubling in unit input cost. You can improve the multiplier. You cannot repeal the arithmetic.
There is also a second-order effect that rarely shows up in channel reporting: rising CPCs raise the minimum viable spend. Below a threshold budget, paid produces too little volume to yield statistically meaningful learning, which means small experiments no longer inform anything. Paid has quietly become a channel with a high fixed cost of entry — precisely the wrong property for a capital-constrained company trying to find product-market fit in a segment.
4. The buyer moved upstream, and took the sales conversation with them
Channel economics only explain half the picture. The other half is that the buying process itself relocated.
57% of B2B decision-makers begin with web search. 71% engage AI chatbots at some point during software evaluation. These are not marginal behaviors at the edges of the funnel. They describe the default modern evaluation path.
The consequence is structural. The sequence used to be: see ad → talk to rep → learn about product → decide. It is now: search the problem → ask an AI assistant → read comparison content → read practitioner discussion in communities → visit three to five vendor sites → watch reviews → then contact sales, if at all.
By the time a buyer reaches your team, they typically know what you do, roughly what you cost, who your competitors are, and what the market thinks of you. The rep is no longer the educator. The rep arrives at a shortlist they had no part in constructing.
Two implications follow, and the second is the one that reframes everything.
First: discovery has moved to surfaces you cannot buy. No amount of spend places you inside an AI-generated answer, a Reddit thread, or a practitioner’s Slack recommendation. Those surfaces are earned through content that genuinely answers buying questions — the shift that pushed organic and content-led channels from 22% to 27% of pipeline while paid fell. Search visibility and answer-engine visibility have become non-optional infrastructure rather than a marketing tactic.
Second — and this is the real point: the highest-value window is now invisible. The buyer conducts the majority of their evaluation before generating any signal your systems can observe. No form fill. No demo request. No email reply. By the time an inbound signal appears, the shortlist is largely set and your position on it was determined by content and reputation you built months earlier.
Traditional GTM instrumentation observes buyers at the exact moment they stop being persuadable. Every metric a standard stack reports — form fills, demo requests, MQLs — is a lagging indicator of a decision process that began weeks or months earlier and has already narrowed.
This is the origin of the buying-window problem. The commercially decisive period is the one before a buyer becomes observable through conventional means. If you can only see accounts once they raise their hand, you are structurally late — competing on price and feature parity inside an evaluation whose criteria someone else framed.
5. The economics underneath: why this became a board-level problem
Rising costs are survivable. Rising costs against a lengthening cash-recovery cycle are not.
Median blended CAC payback across the $5–50M ARR band stretched to 18 months in 2026, from 12–15 months in 2023 (High Alpha’s 2025 private SaaS survey). That is a change in business model, not a change in a metric.
At 18 months, every new customer represents a year and a half of negative contribution before they begin funding anything. Layer a typical modern retention profile on top — where churn erodes the base before expansion refills it — and you are financing longer paybacks against revenue that shrinks by default. Growth didn’t get harder in the abstract. The unit of growth got more expensive and stays underwater longer, which is precisely the condition that converts a growth problem into a solvency problem.
The benchmark trap. Founders comparing themselves against public CAC figures routinely reach wrong conclusions, because the published numbers measure incompatible businesses. First Page Sage reports a blended B2B SaaS CAC of $239 — a figure weighted heavily toward self-serve PLG motions driven by organic SEO. High Alpha reports 18-month median payback for the $5–50M ARR tier. Both are accurate. They describe different companies, and averaging them produces a number that describes nobody.
The only defensible benchmark is segmented by GTM motion:

The third-order implication is the one that quietly destroys companies: GTM motion must match ACV. Deploy a sales-led motion against a $5,000 ACV product and the unit economics are unprofitable by construction — no amount of rep productivity closes a gap that exists in the cost structure itself. Rely on pure PLG for a $50,000 enterprise platform and you hit insurmountable friction at security review, procurement, and legal. Mismatch here is not a tuning problem. It is an architectural error that no execution quality recovers.
Why this connects to capital efficiency. The Rule of 40 — growth rate plus profit margin clearing 40 — became the dominant efficiency frame precisely because the market stopped funding growth-at-any-cost. Under that constraint, GTM spend is evaluated on capital efficiency rather than volume produced. And here the buying-window problem reappears in financial terms:
When 95% of outreach targets accounts that cannot convert, roughly 95% of variable GTM cost is structurally wasted. That waste was tolerable when payback was 12 months and capital was cheap. At 18 months against an efficiency benchmark, it is the single largest recoverable line item in the operating model. Targeting precision is no longer a marketing optimization. It is a capital allocation decision.
Part II — The diagnosis
6. Why competent teams still market to everyone
Every revenue leader reading this already knows that most of their market isn’t buying. The 95/5 split is not new information. So the interesting question isn’t whether teams know — it’s why knowing changes so little.
Four reasons, and none of them are incompetence.
Volume was never the goal. It was the only available proxy for timing. No team ever preferred emailing 10,000 uninterested accounts. They did it because they had no mechanism to identify which 500 were interested. Given a choice between imprecise coverage and no coverage, coverage wins. Volume-based GTM is what rational teams do in the absence of timing data — a brute-force search across a market because the index doesn’t exist.
The tooling optimizes activity because activity is what it can measure. The standard stack — CRM, sequencer, enrichment, ad platforms — instruments outputs. Emails sent, calls logged, impressions served, MQLs created. These are all volume metrics, and a system that measures volume will be managed toward volume regardless of what the strategy document says. RevOps teams inherit dashboards that structurally cannot represent “we contacted fewer accounts and that was correct.”
Static data describes markets; it cannot time them. Firmographic and technographic databases answer “who fits the profile.” That is genuinely necessary and completely insufficient. ICP fit is a constant — a company that matched your profile last quarter still matches it today. Buying readiness is a variable that changes weekly. Running a variable-timing problem against a constant-state database means you will always be either early or late, and mostly late.
Organizational incentives reward inputs. An SDR compensated on meetings booked will maximize dials. A demand gen team measured on MQL volume will optimize for form fills of any quality. Nobody is rewarded for correctly deciding not to contact 9,000 accounts, even when that decision is the highest-leverage call available. The behavior follows the compensation, not the strategy deck.
Put together, these produce a stable and expensive equilibrium: teams that intellectually understand the 95/5 problem, operating systems that structurally cannot act on it.
The partial fix already in market. Top-quartile companies have started restructuring around a bifurcated GTM layer — and the results are visible in the conversion data.
- Average visitor-to-lead conversion sits at 2–5%. Top-decile companies achieve 8–15%, through intent-matched landing pages, single-CTA design, and messaging aligned to the specific question that brought the visitor.
- Companies using behavioral ICP scoring — evaluating what accounts do, not just what they are — achieve 39–40% MQL-to-SQL conversion against an industry average of 13–22%.
That second figure deserves emphasis. Roughly double the qualified conversion rate from the same top-of-funnel volume, purely from scoring accounts on behavior rather than attributes. It is the clearest available evidence that the binding constraint is selection quality, not lead quantity.
The bifurcated structure is:
Track 1 — the active 5%. Detect buying signals, reach out immediately with context, compress the cycle. Sales-driven, timing-critical.
Track 2 — the dormant 95%. Build awareness and trust through content, founder authority, search and answer-engine visibility. Marketing-driven, patience-critical. The objective is that when an account’s window opens, you are already inside their consideration set.
This is directionally correct and it is where the sophisticated end of the market is heading. But it contains an unexamined dependency, and that dependency is the subject of the rest of this piece.
The dependency nobody names. A bifurcated GTM strategy requires knowing which accounts are in Track 1. Every benefit of the model — the compressed cycles, the doubled conversion, the recovered spend — is downstream of one capability: accurately detecting which accounts are entering a buying window right now. Without that detection layer, "focus on in-market accounts" is a strategy with no execution path.
7. Buying windows: the missing layer
A buying window is the bounded period during which an organization has an active need, an assigned owner, a real or forming budget, and organizational permission to evaluate and purchase. It opens in response to specific internal change. It closes when a decision is made — with you, with a competitor, or with the status quo.
Three properties make windows the correct primitive for modern GTM, and each one breaks a standard assumption.
Windows are temporary. Fit is permanent; readiness is not. A perfect-ICP account is worth almost nothing outside its window and worth nearly everything inside it. Account value is therefore a function of time, not attributes — which is why account-based strategies built purely on firmographic fit underperform relative to their promise.
Windows are caused, not random. Companies don’t spontaneously decide to buy. Something changes: a funding round creates budget, an executive hire brings a mandate, headcount growth breaks a manual process, a compliance requirement imposes a deadline, an incumbent vendor fails visibly, a market expansion creates a new operational requirement. Every buying window has a traceable origin in observable organizational change. This is the entire basis for detection — and it means detection is a data problem with a solution, not a prediction problem requiring clairvoyance.
Windows are observable before they are announced. The organizational changes that open windows generate public artifacts — job postings, funding announcements, executive hires, technology adoptions, review-site activity, community questions, conference presence, regulatory filings — and they generate them weeks to months before the buyer contacts a single vendor. The information exists. It is scattered across dozens of sources and meaningless in isolation, which is why almost nobody assembles it.
The strategic implication is severe. Everything that determines whether you win is decided in the green region. Every conventional GTM tool operates in the red.
An account that enters your CRM through a demo request has already: recognized the problem, framed the requirements, researched the category, formed an opinion about who the credible vendors are, and constructed a shortlist. You are responding to criteria you didn’t shape, against competitors who may have been in the conversation earlier, in a process where your primary remaining lever is price.
An account reached during the green region encounters a vendor who understood their situation before they publicly signaled it. That is a fundamentally different conversation — not because the outreach is cleverer, but because the timing grants you standing to help frame the problem rather than answer an RFP about it.
Volume-based GTM was an attempt to solve the timing problem with brute force. Email everyone, continuously, and eventually you catch some accounts inside their window by coincidence. That worked while the cost of coverage was low. At $8.04 CPCs, 1.2% response rates, and 18-month paybacks, brute force no longer clears its cost. The alternative isn’t less outreach. It’s outreach informed by timing.
8. Why existing intent data only partially closes the gap
Intent data is not new, and this is not an argument that established platforms are without value. 6sense, Bombora, ZoomInfo and others solve real problems and solve them well. But they were architected around a specific model of intent that leaves four gaps — and the gaps are where the decisive information lives.
Gap 1 — Fragments instead of convergence
Most platforms track isolated events: website visits, content downloads, search activity, third-party topic scores. Each is a genuine signal. But companies rarely buy because of one event.
Real buying behavior is the product of several organizational changes occurring together. A company raises a Series A. They hire a VP of Sales. They begin recruiting account executives. Their engineering team adopts a new CRM integration. Their CEO publicly discusses scaling revenue operations.
Individually, each of those means almost nothing — thousands of companies raise rounds without buying anything, and a topic-score spike is often one analyst’s research session. Together, they describe a company building the apparatus to buy.
The gap isn’t data volume. It’s that convergence is where the signal lives, and event-level tracking is architecturally blind to it.
Gap 2 — Scores without evidence
The most common complaint about intent platforms is a version of: “I got a 92 and no idea why.”
An unexplained score is operationally useless in two directions. A rep can’t sanity-check it against what they know about the account, so trust erodes on the first bad flag and never recovers. And a rep can’t act on it — a score tells you to call someone, but not what to say. So reps default to generic outreach against a high-scoring list, which reproduces the original problem at a higher cost per contact.
A score is a ranking. Evidence is a conversation. Only one of those changes what happens on the call.
Gap 3 — One model for incompatible motions
Most platforms apply the same scoring logic regardless of how the client actually sells. But a company selling a $3K self-serve product and one selling a $60K enterprise contract are not buying the same way and cannot be scored the same way.
For self-serve/PLG, the predictive signals are usage-based: activation events, trial behavior, expansion usage inside existing accounts. For mid-market hybrid, hiring velocity, tech stack changes, and funding events carry the weight. For enterprise, org-chart shifts, budget cycles, procurement activity, and executive commentary dominate.
Forcing all three through one generic model guarantees systematic error in at least two of them.
Gap 4 — No learning from outcomes
This is the most consequential gap and the one most platforms skip entirely.
Generic intent models predict who looks like a generic buyer. They don’t ingest your closed-won and closed-lost outcomes, so they never learn who looks like your buyer specifically.
Without that loop, the model is exactly as accurate in month 24 as it was in week one. It never discovers that your best customers consistently show a particular signal pattern six weeks before they engage, or that a signal the industry treats as strong is noise in your segment. A model that doesn’t learn from your outcomes is a static rule set with a subscription attached.
There is a fifth issue that is organizational rather than technical, and it kills more deployments than any of the above: infrastructure that lives in a separate dashboard gets checked once and forgotten. If acting on intelligence requires a new login and a new habit, adoption dies within a month regardless of model quality. The best score in the world, in a tool nobody opens, is worth zero.
9. From marketing execution to market intelligence
Step back from tooling and the shift is easier to see in its proper terms.
For two decades, GTM investment flowed toward execution capacity: more SDRs, more sequences, more content, more ad spend, more automation. The implicit assumption was that execution was the constraint — that a company producing more outbound activity would produce more revenue.
That assumption held while attention was cheap. It has now inverted. Execution capacity is effectively unlimited and nearly free; AI can generate infinite outreach, infinite content, infinite variants. When execution becomes free, execution stops being the constraint — and whatever remains scarce becomes the constraint. What remains scarce is knowing where to point it.
This is why the framing “we need better marketing” produces disappointing results at this stage of market maturity. Better execution against the wrong accounts is a more efficient way to waste money. The needed capability is upstream of execution entirely:
Execution without intelligence creates noise. Intelligence without execution creates missed opportunity.
The revenue teams pulling ahead are the ones treating market intelligence as a permanent operating capability rather than a periodic research exercise. They can answer, every week, with evidence:
- Which accounts entered a buying window in the last seven days?
- Which industry segments are showing rising buying activity — and which are cooling?
- Which existing customers are showing expansion signals?
- Where should the next campaign, the next ad dollar, and the next rep hire actually be pointed?
Notice these are decision questions, not data questions. The failure mode of most intent tooling is answering data questions — here are 4,000 accounts with elevated topic scores — and leaving the decision entirely to the customer. That’s not intelligence. That’s raw material with a dashboard.
Part III — The infrastructure

11. How ORL Signals works, stage by stage
Stage 1 — Define the ICP
Every detection system is bounded by the market it is told to watch, so this stage determines the ceiling on everything after it.
This is deliberately not the standard firmographic exercise. A conventional ICP describes attributes: industry, headcount, geography, funding stage, tech stack. Necessary, but static — it tells us who to watch, never when to act.
The ORL definition adds a second dimension: what changes inside this kind of company immediately before they buy. We work backward from the client’s actual closed-won history. What was true at those accounts sixty days before the first conversation? What role had just been hired? What had just been funded, adopted, expanded, or broken?
The output is not a list of attributes. It is a trigger hypothesis — a documented, testable model of what causes companies in this market to enter a buying window. Everything downstream is instrumentation against that hypothesis, and stage 4 of the deployment process (backtesting) exists to falsify it before anyone relies on it.
Stage 2 — Monitor the market continuously
Continuously is the operative word, and it is where this diverges from how most teams actually operate.
Market research at most companies is periodic: a quarterly ICP review, an annual segmentation study, an ad-hoc list build before a campaign. Buying windows don’t respect quarterly cadences. A window that opens in week three of a quarter and closes in week nine is invisible to a system that looks twice a year.
ORL Signals monitors the defined market on an ongoing basis — the full addressable set, not a sampled subset — because the value of detection decays with latency. A window identified four weeks after it opened has already surrendered most of its advantage to whoever saw it first.
Stage 3 — Collect buying signals
Job changes and funding announcements are table stakes; every intent tool already tracks them, which by definition means they confer no advantage. To be genuinely predictive, the system layers in signals that are harder to source and sit closer to the moment of decision:
- Job postings, not just hires. A listing for “RevOps Manager” or “Head of Growth” typically signals intent two to three months before the role is filled — and months before the hired person starts evaluating vendors. This is one of the earliest reliable indicators available anywhere.
- Tech stack changes. A new CRM, billing platform, or analytics tool frequently precedes evaluation of adjacent categories. Stack changes cluster; one migration triggers a cascade of downstream tooling decisions.
- Review-site activity. A spike in a company’s employees leaving reviews for competitor products on G2 or Capterra — which is what active evaluation looks like from the outside.
- Community and developer signals. Engineering or ops teams publicly asking questions — in Slack communities, GitHub issues, or forums — about the precise problem the client’s product solves. This is often the earliest signal in the entire set, because practitioners research before procurement is aware there’s a project.
- Compliance and expansion triggers. SOC 2 preparation, new state or country expansion, or funding explicitly earmarked for go-to-market. These carry hard deadlines, which makes the resulting windows unusually predictable in timing.
- Competitor churn signals. Layoffs, negative reviews, service degradation, or public complaints aimed at an incumbent vendor in the category. A frustrated customer of a competitor is the highest-conversion account in any market.
The defensibility logic is explicit: the harder a signal is to replicate, the more durable the advantage it produces. Anyone can buy a funding-announcement feed. Systematically reading community discussion, review-site behavior, and job-posting language across a defined market is operationally difficult — which is exactly why it remains available as an edge.
Stage 4 — Analyze signal combinations
This is the stage that separates buying-window intelligence from intent data, and the reasoning deserves care.
A single signal is nearly always ambiguous. A funding round means the company has money — not that it has a problem you solve. A VP of Sales hire means leadership changed — not that a purchase is coming. Acting on individual signals produces a high false-positive rate, which is precisely why so many teams conclude “intent data doesn’t work.”
The system is built to reward convergence, through three mechanisms:
Weighted signals. Not all evidence is equal. A VP of Sales hire counts substantially more than a passive website visit. Weights are assigned by how strongly each signal has historically correlated with an actual buying decision — for this client, in this market.
Time decay. A signal from three weeks ago carries more weight than one from three months ago. This isn’t a technicality; it’s the mathematical expression of the core thesis. Buying windows close. A model without time decay will confidently surface accounts whose windows shut a quarter ago.
Combinatorial scoring. A funding round alone might not move the needle. That same round combined with aggressive AE hiring, a CRM migration, and RevOps recruitment moves it decisively — because together those describe a company actively constructing the capability to buy, not simply a company growing.
Why transparent rules beat a black box here. A rules-based weighting system doesn't require opacity to be effective, and opacity carries a real operational cost. A transparent model is one a revenue leader can interrogate, a rep can sanity-check against firsthand account knowledge, and a RevOps team can tune when the market shifts. An unexplainable score loses the room the first time it's wrong — and every model is sometimes wrong.
Stage 5 — Detect buying windows
Convergence analysis produces the output the entire system exists for: a set of accounts assessed as having entered a buying window, each with an estimated position in that window and an evidence trail explaining the assessment.
The distinction from a scored list matters. A scored list ranks accounts by an abstract number. A detected window is a claim with a timestamp and a rationale: this account entered a buying window approximately eleven days ago, on the evidence of these four convergent signals, and based on this client’s historical patterns that window is likely to remain open for roughly this long.
That is a fundamentally different object to hand a revenue team. One says these accounts are interesting. The other says this account, this week, for this reason — which is the only form of intelligence that reliably changes behavior.
Stage 6 — Prioritize accounts
Detection without prioritization creates a new problem: a long list of legitimately interesting accounts and no basis for sequencing them. Sales capacity is finite; the constraint is always rep-hours, never account count.
Prioritization ranks detected windows by a combination of window strength (how convergent is the evidence), window timing (how early in the window are we), ICP fit (how closely does the account match the profile that historically closes), and deal potential (segment, size, expansion headroom).
The output is deliberately scoped to capacity: the accounts this team should contact this week — not a database export. A prioritized list that exceeds a team’s ability to act on it has failed at the same task as no list at all.
Stage 7 — Recommend GTM actions
Here the system stops being an intelligence product and becomes an operating one — and this is where most tooling stops short.
A detected window implies a specific response, and the correct response varies by what opened the window. An account whose window opened via a competitor-churn signal warrants a displacement approach. An account whose window opened through a compliance deadline warrants a timeline-anchored approach. An existing customer showing expansion signals should go to the account manager, not to an SDR.
The recommendation layer answers: which motion, which persona, which channel, which sequence position, which offer. Not “here are your best accounts” but “here is what to do about them, and why that action fits this window.”
This is also where signal intelligence should inform spend allocation. If detection reveals a cluster of windows opening in a specific vertical, that is a directive for the next campaign budget and the next ad dollar — pointing paid at demonstrated demand instead of hypothesized demand. Given a median $8.04 CPC, targeting precision at the budget-allocation layer is worth more than any bid optimization available inside the ad platform.
Stage 8 — Generate context
Every surfaced account arrives with its evidence trail attached: which signals fired, when they fired, and why they were combined into that assessment.
This solves the practical problem that renders most scores useless. Reps aren’t guessing what to say — they’re looking at the specific business events that triggered the flag. The output includes a drafted “why this account, why now” opening line, ready to drop into outreach.
The strategic point is worth stating plainly, because it’s easy to mistake this for a copywriting convenience. In a market where buyers dismiss outreach categorically before evaluating content, the only outreach that survives the filter is outreach that demonstrates specific, non-generic knowledge of the recipient’s actual situation. Context isn’t a nice-to-have layered on top of the intelligence. Context is the mechanism by which the intelligence converts. It is the difference between “I saw you raised a Series B” — which every automated tool now sends — and a message that connects four convergent changes into an observation the buyer recognizes as true about their own quarter.
Stage 9 — Support sales in the workflow that already exists
Infrastructure that requires a new habit dies within a month. This is an adoption law, not a preference, and it has killed more intent deployments than model inaccuracy ever has.

Pipeline that doesn’t close is a more expensive failure than pipeline that never existed.
Stage 11 — Improve continuously
The loop’s compounding effect is the strategic point of the entire architecture.
A static intent model is as accurate in month 24 as in week one. A model ingesting outcomes gets more accurate every quarter — and its accuracy becomes specific to one business, which makes it structurally harder for a competitor to replicate than any generic score. A competitor can buy the same data feeds. They cannot buy eighteen months of a particular company’s win-loss patterns.
This is also, candidly, the strongest reason a client keeps the system running past the first quarter: it is worth more in quarter four than it was in quarter one, which is not true of any campaign.
12. Two commitments that make the system trustworthy
Two design decisions sit outside the pipeline but determine whether any of it earns its place in a revenue operation.
Backtesting before reliance. Before a client commits, we run the system backward. We take twelve months of their closed-won deals and check whether those accounts would have scored highly before they became opportunities.
The logic is deliberately unforgiving: if the model cannot retroactively identify deals the client already closed, it has no business predicting the next ones. Backtesting exists so that trust isn’t something we ask for — it’s something we demonstrate before the system goes live. It’s also the fastest way to discover that a trigger hypothesis from stage 1 was wrong, while that discovery is still cheap.
The human layer. Data alone doesn’t close deals. Every account priority list is reviewed by a strategist who helps the client’s sales team decide what to say, to whom, and this week — rather than handing over a spreadsheet and disappearing.
This is a deliberate architectural position, not a services upsell. Software can score an account. It takes a person who understands the client’s business to turn that score into a conversation that lands. The teams getting value from intent data are, without exception, the teams with someone whose job is interpreting it. Building that role into the system is more honest than pretending a dashboard replaces it.

13. Why this is infrastructure, not a campaign
The distinction between infrastructure and campaign is not positioning language. It’s a structural difference in how value behaves over time, and it’s the clearest way to explain why ORL is not an agency.

Timing beats reach, permanently. This isn’t a cyclical correction that reverses when ad prices normalize. Buyer defenses against untargeted outreach are structural and one-directional; nobody is going to start reading cold email again. Every year, the premium on reaching accounts inside their window rises relative to the value of reaching more accounts.
Revenue teams become intelligence operations. The organizational implication is the one most people haven’t priced in. The RevOps function is shifting from reporting on what happened to informing what should happen next. Marketing shifts from campaign production to demand detection and answer-surface visibility. Sales shifts from prospecting to conversion, because prospecting decisions are made upstream by the intelligence layer.
That last shift is more consequential than it sounds.
